Indeed, that's interesting. We could try locate and get in touch with the copyright holder of the SVG, and ask kindly if he agrees to relicense, also making him aware that arguably¹ he has no choice. According to metadata of the file, his name is Michael Grosberg and he used Windows² at the time. A Michael Grosberg have been active on the Inkscape developers' list, so maybe his email is in some commit message or his list posts hare unscrambled somewhere...
