Hmmm... Looking at bug reports for the 18 packages that provide httpd-cgi, only lighttpd reccommends php4-cgi or php5-cgi, and roxen3/roxen4 suggest php3-cgi. Many HTTP installs don't need PHP at all. I'd comment about it in a README file at most.
