I was able to reproduce the bug by installing the w3c-dtd-xhtml package on my
machine.  Before that, it was using the URL to go to the www.w3.org for the
DTD, after that, it retrieved it locally.  I suspect that is the difference
between your laptop and desktop.  Can you check?  Thanks.
