The problem is that the transformers package got merged into the compiler, so what used to be in libghc-transformers-doc is now in ghc -doc. This needs a Conflict and Breaks from ghc-doc to libghc -transformers-doc (and possibly others), or possibly ghc-doc can move these files somewhere else, and haddock can be told where to look.
