This bug is not fixed. The patch included in the source changes prefs.editable_textfile instead of prefs.external_editor, at least in version 7.1.8. This completely breaks the use of an external editor now because Ipe now tries to call "<whatever your external editor is> x-terminal-emulator -e editor %s", that is, it tries to edit the file "x-terminal-emulator" now.
