I'm sorry, but I cannot reproduce this problem. I've tried it with
exactly the stanza you mentioned, but both ip a a commands are executed
correctly.

If you tested this on an Ubuntu system, then you should report the bug
to the Ubuntu bug tracking system, regardless of whether or not Ubuntu's
ifupdown is different compared to the Debian one, especially if you want
this to be fixed in Precise LTS.
