I share your discomfort re. the dates, but many upstreams are dead and/or don't care. Do we really want to unnecessarily burden the maintainer with maintaining this patch forever? By all means send the patch upstream, but bear in mind the alternative in *this* case is adjusting debian/rules, a file completely and entirely within our control.
