Dear Maintainer,

Since Sept 25 2009, the debian changelog of libenca says:
  * Do not ship static library.
without saying why...
I need the libenca.a to statically build a software (ffmpeg) and tried to build 
libenca-1.16 WITH statics, by changing the following : 

- removing --disable-static in debian/rules
- adding usr/lib/*/lib*.a to debian/libenca-dev.install

and it worked perfectly, 

Please consider re-adding the static library build from libenca.
