In the Gnome Tweak Tool, under the "Top Bar" section, there is an option called "Show Application Menu" and an on/off button next to it. When it is switched to off, there is an application menu in the top left corner of windows, and when the button is switched to on, the application menus disappear. Obviously it should be the other way around.
