I'm not sure it's a valid assumption. The most popular "slow" architectures these days are armel and armhf, which are little-endian.
my plan still is to ship magic.mgc in a separate package as (tentative name) "libmagic-mgc", marked "Architecture: any" and "Multi-Arch: foreign".
