Moving headers out of /usr/include will probably surprised quite a few configure scripts (yes, they're wrong, but that'll be hard to fix them all) I was thinking that perhaps moving these headers could be a build profile, to be used just for the bootstrap, so that we only have to fix the packages of the bootstrap.
