I went to do this, without strace at first just to see if the problem was still there. Lo and behold, dhcpd stops when sent SIGTERM. I've been busy reconfiguring dhcpd (along with DNS and a bunch of other things) on the affected machine. Most likely something I did caused this problem to go away. I can no longer reproduce the problem. Sorry.
