For now, it's Muon. But since Muon is dead upstream as well, our
current plan to go forward is splitting out Discover from Muon and
making Discover the default software-management GUI for all of KDE,
based on a PackageKit backend, so it actually works better on multiple
Linux distributions (QApt backend will likely stay there).
Apper will be the actual GUI package-manager then, but likely not be
default. Muon will be unmaintained, but maybe someone will adopt it
then, when it's smaller.

So, in summary: The situation will be pretty bad for a short time in
Debian, but we will come up with a solution which will likely include
Apper - and if not, we will come up with something else that works
well. But that will take a bit of development time.

Yes, the search functionality on Muon is really terrible :D It's
update-notifier should work though...
