I'm sorry that `uscan` did not work for you. I had a thought about this problem and I think using APT proxy would be wrong and useless because "libdvd-pkg" downloads upstream sources directly from upstream and not from any of APT mirrors. Software like "apt-cacher-ng" automatically blocks such destinations so APT proxy will not be helpful for such case. Therefore I'm tagging this bug as "wontfix".
