Hello,

the version of Freeciv in Debian stable, 2.4.3, shows the same
behaviour, so it seems to be intended and this is not new.

The maximum value is 2048. This would be a very large map, probably only
suitable if you play the game with dozens of players over a period of
many weeks and months. In this case it makes sense to use a 40
multiplier when you click on the up and down arrows instead of
decreasing or increasing the value by only 1. You can also edit and
modify the value directly, so it is not really inconvenient.

I agree that the tool tip could mention the difference between size 20
and size 2048 maps and under which circumstances a player should choose
a map larger than 20.

All in all this seems to be intended and I don't consider this a bug
myself. I'm therefore inclined to close this bug report.
