Hi This was noticed due to #795756. After updating to subversion 1.9.x the behaviour of svn lock and svn unlock changed. The documentation states that if the hook program exits with sucess, then lock is created, but if it exits with failure, then the lock action is aborted. But this seems regressed as in 1.9.x.
