There is neither a reason for systemd to assume that the source devices listed in crypttab have to be available at boot time, nor that the decoded block devices provide a file system, swap partition, physical volume or whatever. /etc/crypttab simply doesn't tell. For example it could be a list of your 20+ encrypted backup disks (USB, usually locked away in a secure place) and the corresponding secret files stored on an encrypted USB stick. *If* you have a block device, and *if* it provides one or more luks partitions, *then* you can look into /etc/crypttab for information about how it should be decrypted.
