Just for the record, currently an -offtopic list is hosted by the Debian Community project on Alioth. http://lists.alioth.debian.org/mailman/listinfo/d-community-offtopic It doesn't have much traffic at the moment, but if it ever takes off I'll reopen and ask for migration lists.debian.org.
