According to debian/watch, upstream doesn't release tarballs. It would
be great if they could be persuaded to start releasing them. But in
the mean time, please document how .orig.tar was generated, either in
README.source or by writing a get-orig-source target in debian/rules.
It was generated with gbp, and this can be easily determined by the
presence of debian/gbp.conf.
I'm not familiar with gbp, and I wouldn't draw any conclusions about
.orig.tar from the mere existence of debian/gbp.conf. Debian Policy
doesn't say anything debian/gbp.conf either.
