<voms/voms_api.h> contains public std::string APIs. Ubuntu have
done a transition, patch attached.
However, if codesearch.debian.net is to be believed, nothing in Debian
actually uses that file, except as a way to detect the presence or
absence of voms; they all use the C API in <voms/voms_apic.h>
instead. So a transition might not be needed.
