Hi,

i would like to get the version number of a debian distribution
consistently, regardless if on a stable or testing/unstable system.

in the past, it has been that unstable/testing generally does not have a
release number assigned, and that it would be only assigned relatively
shortly before a release.

however, "now" that debian seem to have a predictable version scheme
(where every new release gets a new major number, like 8 for jessie, 9
for stretch etc.), /etc/os-release imho should have a VERSION_ID=9 on
testing/unstable.

i checked with current fedora rawhide, they also assign it
(VERSION_ID=24) regardless the fact that it's not release yet. it seems
right to do that, and to track the 'is released or not' with another
mechanism than the sole existence (or absence) of a VERSION_ID.

therefore, please add corresponding VERSION and VERSION_ID values to
base-files in testing/unstable too.
