Because only r-cran-rjags depends on jags, can we not simply rebuild jags and maybe give it a 'v5' version rebuild r-cran-jags, depending on either the 'v5' versioning or just the 'high enough' jags version ? I don't see the need for splitting the libraries out of the jags package. What am I missing?
