I believe that you have erroneously assigned this to the wrong package.
getfattr is from the attr package, not libcap2-bin.

This issue has already been reported as #513070 [1]. It appears that
this actually works as intended, it's just not obvious. As stated in the
referenced bug, you need to specify a pattern with -m, because quoting
getfattr(1):

  | [...] The default value for pattern is "^user\\.", which includes
    all the attributes in the user namespace [...]
