Yeah, that's what it seems to be. The real problem here is then that piuparts doesn't deal with this situation in a reasonable way. Either giving an error message saying that the package can't be tested, or using a minimal chroot (with only the packages that must exist there for piuparts testing to work) would be better. Preferably both. I'll work on those in the near future. In the meanwhile, if you want to test pppconfig with piuparts, constructing a chroot that doesn't have pppconfig and then creating a tarball out of it should make things possible.
