Bug#794072: bandit: doesn't use /etc/bandit/bandit.yaml

Package: bandit
Version: 0.12.0-1

bandit ships /etc/bandit/bandit.yaml, but the program doesn't use it by 
default:

$ bandit /dev/null
no config found, tried ...
        bandit.yaml
        /home/jwilk/.config/bandit/bandit.yaml
        /usr/lib/python2.7/dist-packages/bandit/config/bandit.yaml
