Dear Maintainer,

While working on the "reproducible builds" effort [1], we have noticed
that tklib doesnt build some manpages under certain locales.

Check 
https://reproducible.debian.net/dbd/unstable/amd64/tklib_0.6-1.debbindiff.html
(which is also attached to this bug report) to see the differences in the 
manpages, the first build was done with LANG="en_GB.UTF-8" and LC_ALL unset, 
while the second build was done with LANG="fr_CH.UTF-8" and 
LC_ALL="fr_CH.UTF-8". 

Also please note that I'm merely guessing that this is related to locales. 
However, the difference between the two build logs, which is available at 
https://reproducible.debian.net/logdiffs/unstable/amd64/tklib_0.6-1.diff.gz 
seems to confirm this:
