Maybe on the fsck man page, there should be a notice at top:

** Dear user: fsck doesn't REALLY "check" a filesystem unless

1. you use the -f flag

or

2. the number of mounts has reached the limit (20).

Unless one of the above conditions are met, nothing at all will be done,
despite any other options given, it is just one big no-op that prints
some statistics, but doesn't actually "check" your disks at all.

Proof:
# fsck -a /dev/sdb1
fsck from util-linux 2.26.2
/dev/sdb1: clean, 67/108968 files, 161002/434177 blocks (check in 3 mounts)
# fsck -a /dev/sdb1
fsck from util-linux 2.26.2
/dev/sdb1: clean, 67/108968 files, 161002/434177 blocks (check in 3 mounts)

Please understand this before using fsck.
