Sorry to catch up late with your earlier (pre-close) message. I don't think policy requires the stuff to be zipped, because this is the first package I've encountered that has this problem. Perhaps the reason is that policy refers to "text" while the files involved are "html."
I just checked the current documentation, and it seems to have other problems. For example, there are references to file:///usr/share/doc/apcupsd/doc/home-page/3.10.x-manual/index.html from file:///usr/share/doc/apcupsd/doc/home-page/index.html but home-page/ doesn't even have a subdirectory.
