I have been running Jessie since it was in Testing and had no issues with Apper, but ever since Jessie became Stable in April I had this issue of Apper not being able to get package changelog when updates arrive. Apper reports messages similar to: "Changelog for bind9-host is not (yet) available (404 Not Found [IP: 23.235.46.249 80])".
