Shouldn't dgit rather use that information to affect the default HEAD
that is cloned?

That's the purpose of having the -b switch in the Vcs-Git field.
There's some reason that the HEAD of the remote isn't pointing to the
branch in which Debian development is done, so the -b switch specifies
the branch that is used.
