Hi,
I'm not sure about $SUBJ accuracy, but thing is that 
/usr/sbin/usb_modemswitch_dispatcher is called with wrong arguments when it is 
called without any other "helper".
For example:
USB modem is connected into USB port Bus 5, Port 6 and 
usb_modemswitch_dispatcher is called as "/usr/sbin/usb_modeswitch_dispatcher 
--switch-systemd 5/6/5/6:1.0" which isn't working.
When e.g. modemmanager is installed, the same situation calls 
"/usr/sbin/usb_modeswitch_dispatcher --switch-systemd /5/6:1.0" which works.

In previous version of Debian it worked flawlessly, without any further 
requirements.

usb-modeswitch recommends no packages.
