Additional info here - this only seems to be a problem (for me) when the remote machine is running Jessie's Emacs24 and the client is running Ubuntu.
My desktop is running Ubuntu 15.04. When the remote machine is running Emacs24 on wheezy (emacs-snapshot package from BPO version 2:20140701-1~bpo70+1) the window resizes fine. When the remote host is running Emacs24 on Jessie (emacs24 package version 24.4+1-5), problem is present. When the client is a Raspberry Pi running their version of wheezy, there is no problem resizing emacs24 running remotely on either Ubuntu 15.04 or Jessie. I'm sorry, I don't have a vanilla Wheezy or Jessie desktop to test as client.
