Seems you read only the introduction to the fields: The detailed definition of the field is further down in same section: > `Enhances' > This field is similar to Suggests but works in the opposite > direction. It is used to declare that a package can enhance the > functionality of another package. The very purpose of "Enhances" field is, I believe, for package B (e.g. a plugin) to state a reverse relationship on package A, to avoid needing to update package A every time a plugin package is added to or removed from Debian.
