Dear maintainer, I have some other details about this bug. It seems that it occurs when SIM of mobile broadband is protected by a PIN. If I remove PIN I'm able to connect after device is attached and automatically mounted. I think there could be a "delay" from which device is unlocked (if sim is protected) and network manager loads the configurations for the connection. Maybe this can help you to investigate more.
