This should be part of util-linux v2.27 once released.

It gives the *option* of allowing password-less logins (via --force)
when the root account is locked.

Please beware of security implications when using this option!

With that commit I'm considering this bug report can be closed.

The fix needs backported to Jessie doesn't it?
