Dear Maintainer,

htcondor-8.2.3~dfsg.1-6 is missing python bindings in jessie. Based on
the presence of the "enable_pythonbindings" patch in the Debian
tarball, I presume that this was unintentional.

Steps to reproduce:
Install htcondor
$ python
>>> import htcondor
Traceback (most recent call last):
  File "<stdin>", line 1, in <module>
ImportError: No module named htcondor
