In current unstable arc diff fails with:
Exception
ERR-CONDUIT-CORE: Invalid parameter information was passed to method
  'differential.query', could not decode JSON serialization. Data:
  {"authors":["PHID-USER-tiexds33yvgetrvgglxc"],"status":"status-open","ids"%3

Which makes it seems like only part of the data gets sent to the server.. It
appears that downgrading libcurl3 to the jessie version fixes it, however i'm
not sure if the root cause is a bug in curl or arcenist/php's usage of it so
filing the bug against arcanist.
