Which was the clue I needed.
CMS search order.
I was picking up an older version of the installer IPL decks, because
they were on a disk at file mode "B" and the new decks were at "G".
After reaccessing my CMS minidisks so that the decks which actually,
you know, *correspond* to the release I'm using were the ones I was
IPLing from, the problem, uh, went away.
You can close this one as user error. And beat me with a stick for
being an idiot.
