Doxygen upstream has agreed to change the default value of
HTML_TIMESTAMP from YES to NO:

This has been in Debian since doxygen version 1.8.9.1-3 see bug #780617

Most of the packages became immediately reproducible after doxygen
changed its default. In the case of python-odf this was not possible
because the value of HTML_TIMESTAMP is explicitly set to YES.
Therefore the patch made by Chris Lamb is the best solution for this
package.
