Suggested packages: can be useful for beginners.
Beamer, XeTeX and texlive-latex-extra could be useful, but for people that want to do specific things and know what they want to do. For beginners, all we can assume is that they will have a common use of LaTeX, which is what the meta-package texlive is for.
Other than that, many things could be useful, but we cannot suggest them all, otherwise we could as well suggest texlive-full.
Now, about your patches, unfortunately I have been working on debian/control without thinking about them, so I am integrating them manually.
