OK, then you're right, we need to update the POT files in wheezy/master for a start. And the command to do that is effectively "publican update_pot". But looking more closely I see that publican >= 4.2.3 has a bug in the way it handles non-breaking space. I just reported it upstream: https://bugzilla.redhat.com/show_bug.cgi?id=1233202 And it also seems to generate a different output without some of the comments about which tag is being translated.
