No.
Instead I have plans on reviving scribus-ng to hold 1.5.0. That way users can
easily have both 1.4.x and 1.5.x branches co-installed and for me it's easy to
maintain.
Something similar ubuntu users can already do using the ppa:scribus/ppa PPA
where scribus-ng (1.5.0) and scribus-trunk (1.5.1svn) are available and
coinstallable also with scribus (1.4.x) from the archive.
You can actually just use that PPA in your Debian system, if you really need
1.5.0 right now, as it'll take some time to me to prepare scribus-ng and get it
uploaded.
Bear in mind, though, that scribus 1.5.x is something "beta-stable", not
recommended for critical applications, and that once you open+save a file with
1.5.0 you can't open it anymore with 1.4.x. There is no way back!!
