Presumably, files in /usr/lib/cgi-bin (and possibly subdirectories)
are all CGI scripts, and should all be executable (no exception on the
2 machines here).

Currently, manually addding a script there with proper perms during
packaging seems to require either a call to "install", which is a
shame in a debhelperized package, or a call to dh_install followed by
a chmod, which is a shame as well, since the latter needs a filesystem
path :)

Alternatively (or additionally), dh_install could accept a -m flag
similar to the one provided by install.
