These have to be updated to current babel, and then uploaded to
CTAN into
macros/latex/contrib/babel-contril/belarus
or similar.

Not necessary anymore, additional languages can now be packaged
separately, see all the babel-* packages.
If this is on CTAN, it will be in TeX Live in no time, and then
arrive in the Debian packages.
