Hi,

        make-kpkg clean removes ./debian, so there is no need to add
 ./debian/changelog to the  file_to_clean variable.  What we need to
 discover is why did make-kpkg clean not remove ./debian?

        Indeed, you seem to indicate that make-kpkg did:
exec make -f /usr/share/kernel-package/ruleset/minimal.mk clean
        But minimal.mk is only invoked if there is no proper ./debian
 directory in place. So, please do this: start with a clean kernel
 source tree. Call make-kpkg clean. Or, call make-kpkg <foo> to get
 your source tree in whatever state it was in before you called
 make-kpkg clean; and send me a log of the whole thing, using
 /usr/bin/script.

        I strongly suspect this is local error as well.
