At the first glance it looked like a problem in XeTeX, therefore the bug
is currently on texlive-xetex. However your first analysis seem to be
more correct. After replacing \usepackage[hyperlink]{db2latex} by
\usepackage[hyperlink]{dbsimple} the problem is gone and the following
warning in the LaTeX log vanishes:
LaTeX Font Warning: Some font shapes were not available, defaults
substituted.
BTW: the problem is not limited to russian.
