Retitle: error message when header is too big is not very informative

I was able to get the setup working by changing

request_header_max_size   1 KB

to

request_header_max_size   3 KB

Now,  in fact the line had read

request_header_max_size   1029 B

before the upgrade, which always caused a warning. Apparently that syntax was never recognized, which is why it seemed to work fine before. However, the actual cause of the error is only one thing in the middle of a long list on the given error-page; it seems like it would be good to identify errors such as this one more specifically.
