I added ca-certificates package upgrade handling of setting ownership and permissions, based on those of /usr/local, as well as allowing the local sysadmin to override. I've fixed what I can with ca-certificates and, with all due respect, I'm ignoring "that the whole issue isn't fixed at all." I can't fix the other bug reports for /usr/local itself.
