That's true, but I proposed a way for the TC to resolve conflicts based on our internal discussions of consensus and based on my reading of the policy process at https://bugs.debian.org/cgi-bin/bugreport.cgi?msg=497;bug=741573 Yes, there's some interpretation on the part of the TC in doing that.
