Your specific example has been avoided in SVN by requiring that a comment character (#) be preceded by whitespace or starts a line. To avoid it altogether you could move the line that colours comments to before those that colour strings (in python.nanorc), but then strings inside comments will be higllghted as strings. That could be considered the lesser evil, but...
